The Goa government has given the green light to Gas Authority of India Limited (GAIL) for the establishment of a 150 tons per day (TPD) compressed bio-gas (CBG) plant.
Initially, GAIL had proposed setting up the Bio-Gas plant in Verna, but due to the presence of pharmaceutical companies in the area, the government decided to relocate the project to a new site.
New Site to Be Identified
The waste management minister confirmed the decision, stating that the Chief Minister has directed the identification of an alternative location for the plant.
The minister added, “We have approved their proposal, and a new location will be found shortly”.
Concession Agreement with GWMC
GAIL has proposed a twenty-five-year concession agreement with the Goa Waste Management Corporation (GWMC).
The agreement ensures the uninterrupted supply of segregated organic municipal solid waste (MSW). It also includes a lease of land at a nominal cost throughout the concession period.
GAIL has specified that the plant requires a land parcel of approximately 10 acres. It also needs access to 150 TPD of segregated organic MSW to function effectively.
Marketing Rights and Financial Responsibility
Under the proposal, GAIL will hold full marketing rights for the products generated at the plant, including CBG and organic manure.
GAIL will also be responsible for the entire capital and operational expenditure associated with the plant.
The company plans to handle infrastructure costs. These costs include road access, power, water supply, and sewerage connections to the site.
GAIL has requested the GWMC’s assistance in securing the necessary permissions and clearances for the project.
Waste-to-Energy Facility at Verna
The GWMC is working on obtaining environmental clearance for another waste-to-energy facility in Verna.
Thd plant will treat 250 TPD of waste and is expected to serve Mormugao and parts of Salcete taluka.
The environmental impact study for this facility has been completed. Since the project is located in an industrial area, a public hearing is not required.
