IOCL Bags Hydrogen Facility Contract from L&T Energy GreenTech

L&T Energy GreenTech, a subsidiary of Larsen & Toubro (L&T), has bagged Indian Oil Corporation Limited (IOCL) tender to build and operate a green hydrogen production plant at the Panipat refinery in Haryana. The plant will have a production capacity of 10,000 tons per annum, making it one of the country’s largest green hydrogen facilities.

Highly Competitive Bidding

L&T Energy GreenTech emerged as the lowest bidder, quoting a rate of ₹397 per kg for green hydrogen supply —marginally undercutting NTPC Renewable Energy’s bid of ₹398/kg and ReNew’s ₹407/kg. The project will be developed on a build-own-operate (BOO) model, ensuring L&T supplies green hydrogen at the agreed rate.

24×7 Green Hydrogen Production Mandate

The tender requires continuous green hydrogen production—24 hours a day, seven days a week—using water electrolysis powered entirely by renewable energy sources. This supports India’s broader strategy to decarbonize its energy and industrial sectors.

Delayed Tender Finally Finds Momentum

IOCL cancelled the tender twice due to lukewarm industry response. However, the reissued tender finally attracted strong interest. Five firms participated in the third round. This signals growing confidence and readiness in India’s green hydrogen ecosystem.
