EIL Invites EPCC Bids for HPCL’s LMBU Project

Engineers India Limited (EIL), acting on behalf of Hindustan Petroleum Corporation Limited (HPCL), has invited bids on an EPCC (Engineering, Procurement, Construction, and Commissioning) basis for a major upgrade at HPCL’s Mumbai Refinery. The tender covers two critical components of the Lube Modernization and Bottom Upgradation (LMBU) Project—the Integrated Hydrocracker and Catalytic Dewaxing (IHCD) Unit and the Solvent Deasphalting (SDA) Unit.

Comprehensive Scope of Work

The bid scope includes a wide range of responsibilities:

  • Project management and residual process engineering
  • Detailed engineering and procurement
  • Fabrication, inspection, and testing
  • Transportation and site storage
  • Construction and supervision
  • Pre-commissioning and commissioning
  • Performance guarantee testing (PGTR)

This ensures a full-cycle execution from planning to operational readiness of the IHCD and SDA units.

Project Timeline and Oversight
