By the end of 2025, the Bihar government will establish ten compressed biogas (CBG) plants, investing over ₹1,500 crore. These plants will annually produce five lakh tons of biomass-based CBG. The government made this announcement during the Bihar Biofuel Samvad programme, organized to implement the Bihar Biofuels Production Promotion (Amendment) Policy-2025.
Deputy Chief Minister Samrat Chaudhary reaffirmed the government’s commitment to fostering innovation, collaboration, and investment in the green energy ecosystem. He highlighted that the Centre has earmarked over ₹25,000 crore for CBG production across India by 2025, with Bihar poised to be a key beneficiary through its integration into the Bharat Biogas Network.
Expanding CBG Access and Household Clean Energy Use
Chaudhary outlined ambitious goals to provide 50 lakh CBG connections in Bihar by 2025, enabling clean energy access to over 15 lakh households. These connections will be part of a broader effort to reduce dependence on conventional fuels while supporting rural development and women’s empowerment.
Incentives for Inclusive Green Entrepreneurship
To attract entrepreneurs and ensure inclusivity, the state’s biofuel policy—approved in 2023—offers financial subsidies up to 15% of plant and machinery costs (maximum ₹5 crore). For women from SC/ST, EBC categories, persons with disabilities, acid attack survivors, and third-gender entrepreneurs, the subsidy increases to 15.75% (up to ₹5.25 crore). The initiative aims to democratize access to the renewable energy sector and build a diverse, grassroots-led clean energy movement.
Renewable Energy Ambitions Aligned with National Net-Zero Goals
Bihar has set an ambitious target of generating 23,968 MW of renewable energy within the next five years. This will contribute significantly to India’s net-zero carbon emissions goal by 2070. Of this, 18,448 MW will be sourced from solar power alone. To support this transition, the state has already signed agreements worth ₹5,337 crore. The deals involve leading players like L&T, NTPC, and Avaada Group. The Solar Energy Corporation of India (SECI) is also part of the agreements, which cover 2,357 MW of solar capacity.
Diversified Green Energy Portfolio in the Making
