Nearly six years after India identified coal gasification as a strategic priority for reducing dependence on imported fuels and boosting domestic chemical production, the country’s first batch of pilot projects has yet to make meaningful progress.
Almost a year after the government awarded incentives worth approximately ₹6,233 crore to eight coal gasification projects, none have moved beyond the planning stage. Persistent delays in land acquisition, coal linkage approvals, project financing, and engineering activities have pushed the expected commissioning timeline to FY2030, raising concerns over the pace of implementation. Eight Pilot Projects Yet to Break Ground
The government’s initial incentive scheme was designed to demonstrate the commercial viability of coal gasification technology and encourage investment in downstream sectors such as chemicals, fertilizers, synthetic natural gas (SNG), methanol, and hydrogen. However, despite receiving financial support, the selected projects remain in the preliminary planning phase. To date, no major physical infrastructure, including commercial-scale gasifiers, has been commissioned. The new scheme aims to create 75 million tonnes of coal gasification capacity by 2030, reflecting India’s growing emphasis on energy security, import substitution, and value-added coal utilisation. Importantly, the revised programme offers significantly more attractive incentives, including: financial support of up to ₹5,000 crore per project, assured coal linkages for up to 30 years, and stronger long-term policy support for new investments.
Early Movers Face Competitive Disadvantage
A major concern for companies participating in the original incentive programme is their exclusion from the newly announced scheme. Several first-round developers, including the joint venture between Coal India Limited and Bharat Heavy Electricals Limited, as well as Jindal Steel and Power Limited, are not eligible for the enhanced benefits available under the second phase. As a result, companies that adopted the technology early may now find themselves operating under comparatively less favourable financial conditions than future entrants. This policy shift has created uncertainty regarding the long-term competitiveness and financial viability of the original eight projects.
