The Brihanmumbai Municipal Corporation (BMC) is seeking state government clearance to transfer approximately eighteen acres of land in Deonar to Mahanagar Gas Limited (MGL). The land transfer is crucial for establishing a large-scale compressed biogas (CBG) plant aimed at converting Mumbai’s organic municipal waste into clean fuel.
Two-Phase Project
The proposed biogas facility will process 1,000 tons per day (TPD) of wet waste generated across Mumbai, significantly advancing the city’s sustainable waste management efforts. The project is planned in two phases:
- Phase I: Construction of a 500 TPD plant on 8 acres currently occupied by a BMC garage near the Deonar dumping ground.
- Phase II: Development of an additional 500 TPD unit on 10 acres within the Deonar dumping ground itself.
The BMC and MGL formalized their partnership through a Memorandum of Understanding (MoU) signed in June 2023.
Land Transfer at Concessional Rates Requested
To facilitate the project, the BMC has formally requested the state government to approve the land transfer at concessional rates. This aligns with the central government’s push to promote compressed biogas production from municipal waste, supporting national sustainability goals.
Operator to Bear Costs, BMC to Provide Wet Waste Free of Charge
Under the agreement, the plant operator will shoulder the entire capital and operational expenses. Meanwhile, the BMC will supply wet waste free of cost. In return, the operator will retain ownership rights over the biogas, fertilizers, and other by-products generated by the plant.
Future Expansion Plans for Sustainable Waste Management
Once operational, the operators will expand the facility to incorporate biomass treatment, organic fertilizer production, and green fuel generation.
