Government to Roll Out Plastic Parks Scheme to Boost Petrochemical Sector

The department of chemicals and petro-chemicals is set to implement a dedicated scheme for establishing Plastic Parks, as part of the broader new scheme of petrochemicals. The initiative aims to catalyse the development of the downstream plastic processing industry through a cluster-based approach.

Modern Infrastructure Through Cluster Development

The Plastic Parks will offer state-of-the-art infrastructure and shared facilities, aimed at fostering synergy among plastic-related enterprises. By clustering operations, the scheme seeks to drive efficiency, reduce costs, and scale up production capabilities.

Driving Investment, Employment, and Exports

At its core, the scheme targets increased domestic investment, enhanced manufacturing output, higher export potential, and job creation. These parks will serve as engines of growth for India’s petrochemical sector while building long-term sustainability in plastics manufacturing.

Financial Assistance and Project Guidelines

To support the establishment of each park, the government will provide grant funding of up to 50% of the project cost, capped at ₹40 crore. The financial backing will help develop core infrastructure essential for industrial operations and clustering.

Active Role of State Governments and SPVs

State governments are encouraged to submit preliminary proposals outlining the park’s location, estimated cost, and funding structure. Once the Scheme Steering Committee gives in-principle approval, the state’s implementing agency must submit a detailed project report (DPR) for final consideration. Special Purpose Vehicles (SPVs), typically formed by State Industrial Development Corporations or similar agencies, support the implementation.

States are also promoting private sector participation by offering competitive land pricing, tax incentives, and conducting outreach programmes to raise awareness.

Comprehensive Infrastructure and Waste Management

Each park will feature critical common facilities such as effluent treatment plants, solid and hazardous waste management systems, plastic recycling units, and incinerators. Several parks have gone a step further by setting up in-house recycling systems to process plastic waste more effectively.

A Defined Hub for Plastic Enterprises

The government designates Plastic Parks as industrial zones tailored for plastic-related businesses. These hubs are a key component of India’s strategy to reduce plastic waste, encourage recycling, and support sustainable growth in the chemicals and plastics industry.

Growing Footprint Across States
