Haldia Petrochemicals Ltd (HPL) is set to construct India’s largest phenol plant in Haldia, West Bengal, with a projected cost of ₹3,000 crore. Expected to be completed by the first quarter of 2026, the venture marks a significant milestone as the foremost on-purpose propylene plant in India, employing Olefin Conversion Technology (OCT) from Lummus Technology.

By adopting this technology, HPL aims to establish itself as India’s inaugural integrated participant in the phenolics chain. The phenol plant is slated to possess a production capacity of 300 kilo tons per annum (KTPA) for phenol and 185 KTPA for acetone. As reported by Business Standard, the strategic expansion is poised to augment the overall chemical business portfolio by an additional ₹5,000 crore upon the successful commissioning of the plant.
