The Ministry of Mines organized a National Workshop and Roadshow on the Exploration Licence (EL) regime and the upcoming Tranche-1 auction of EL blocks. The event aimed to engage stakeholders, raise awareness, and provide detailed insights into the policy, technical, and procedural aspects of the EL framework introduced through the mines and minerals (development and regulation) Amendment Act, 2023.
EL Regime Set to Unlock India’s Critical Mineral Potential
V.L. Kantha Rao, secretary, ministry of mines, highlighted the EL regime’s transformational potential. He emphasized that the policy marks a significant shift from passive ownership to active mineral exploration. Furthermore, the policy not only promotes a proactive approach to resource development but also actively encourages increased private sector participation by facilitating the exploration of critical minerals such as lithium, rare earth elements (REEs), gold, diamonds, and platinum group elements (PGEs).
Framework Designed to Attract Private Sector and Advanced Technology
Mustaq Ahmad, Director, Ministry of Mines, outlined the EL framework’s structure and regulatory features. He explained how the regime fosters private sector participation, enables the use of cutting-edge exploration technologies, and builds a strong pipeline of mineral assets to support India’s economic growth.
GSI Showcases Geological Potential of Auction Blocks
As reported by pib.gov.in, the Geological Survey of India (GSI) gave a technical overview of the Tranche-1 EL blocks, with Deputy Director General S.K. Basir highlighting their geological significance across ten states.
NMET Offers Financial Support to Encourage Participation
Sebabrata Das, Senior Geologist, National Mineral Exploration Trust (NMET), introduced a financial assistance scheme for EL holders. He said the scheme partially reimburses exploration costs, lowering financial risk and encouraging wider industry participation.
Government Reaffirms Vision for a Modern Exploration Ecosystem
Sanjay Lohiya, Additional Secretary, Ministry of Mines, reiterated the government’s commitment to building a competitive, technology-driven, and investor-friendly exploration ecosystem. He called for active collaboration between public and private sectors to realize India’s mineral potential and urged stakeholders to take part in the upcoming auction.
