Oil and Natural Gas Corporation (ONGC) is evaluating the establishment of a large-scale refinery with a capacity of 200,000 to 240,000 barrels per day (BPD) in Jamnagar, Gujarat. The initiative is currently undergoing a pre-feasibility study to assess its technical and financial viability.

Investment of Up to ₹1.5 Lakh Crore

The estimated investment for the refinery is pegged between ₹1.25 lakh crore and ₹1.5 lakh crore. Official figures remain undisclosed as the project is still under review. “The company is conducting a pre-feasibility study for the project,” a source close to the development confirmed.

Aligning with India’s Refining Expansion Strategy

India, the world’s third-largest oil importer and consumer, is actively expanding its refining capacity to meet rising domestic fuel demand and strengthen its position as a global refining hub. ONGC’s proposed refinery aligns with this broader national strategy of enhancing energy self-reliance.

Strategic Advantage of Jamnagar

Jamnagar, already home to the world’s largest refining complex, offers a strategic location for the project. The new refinery would add to the region’s prominence as a global energy hub, enabling ONGC to better cater to both domestic and international markets.
