The Ministry of Petroleum and Natural Gas (MoPNG) notified the Natural Gas and Petroleum Products Distribution Order, 2026 under the Essential Commodities Act, 1955, introducing a streamlined and time-bound framework for the development and expansion of pipeline infrastructure across India. The order, published in the Extraordinary Gazette of India, has come into immediate effect and aims to simplify regulatory procedures, facilitate land access, and accelerate the growth of natural gas distribution infrastructure, including pipelines passing through residential areas.
A Transparent and Investor-Friendly Framework
The newly introduced order establishes a transparent and investor-friendly regulatory framework designed to support the rapid expansion of India’s natural gas network. By simplifying approval processes and clarifying regulatory procedures, the government intends to reduce project delays and encourage private and public sector investment in gas infrastructure. The policy also aims to ensure efficient gas distribution and faster development of pipeline networks across the country. The framework seeks to make cleaner energy more accessible, supporting India’s broader energy transition goals.
Boosting Piped Natural Gas and Last-Mile Connectivity
A key objective of the order is to expand piped natural gas (PNG) networks and improve last-mile connectivity to households, industries, and transportation sectors. The policy encourages wider adoption of natural gas for household cooking fuel, transport applications such as CNG vehicles and industrial energy requirements. By promoting the use of natural gas, the government aims to reduce dependence on more polluting fuels and advance India’s transition toward a gas-based economy.
Standardised Procedures to Reduce Delays
To address long-standing administrative challenges, the order introduces standardised procedures and defined timelines for activities such as laying and constructing pipelines, operating pipeline networks and expanding existing infrastructure. These measures are expected to minimise bureaucratic ambiguity and improve coordination between regulatory authorities and infrastructure developers. As a result, companies involved in gas distribution and pipeline development will benefit from clearer guidelines and faster approvals, enabling them to execute projects more efficiently.
Strengthening Energy Security and Infrastructure Growth
By accelerating pipeline development and ensuring smoother implementation processes, the new order is expected to strengthen India’s energy security and expand the national natural gas grid. Moreover, the streamlined framework is likely to attract greater investment in energy infrastructure, while ensuring that cleaner fuels become more widely available across urban and semi-urban areas. As reported by projectstoday.ai, through these measures, the government aims to build a robust natural gas ecosystem and support the long-term development of a sustainable and diversified energy economy in India.
