The Ministry of Petroleum and Natural Gas has constituted a four-member expert team to investigate the recent fire incident at the crude distillation unit (CDU) of the HPCL Rajasthan Refinery Limited (HRRL) refinery in Barmer, Rajasthan. Importantly, authorities have confirmed that all refinery units remain structurally safe and unaffected.
Expert Team Begins On-Site Investigation
The investigation team is led by M. Venkatesh, former Managing Director of Mangalore Refinery and Petrochemicals Limited (MRPL). The team has already reached the site and commenced its inquiry into the incident. Meanwhile, Sujata Sharma, Joint Secretary at the Ministry, stated that the team is actively assessing the situation. She added that any potential delays in commissioning timelines will only be determined after the investigation concludes. The refinery was originally scheduled for inauguration by the Prime Minister on April 21. However, in light of the incident, the inauguration has been postponed, and a revised date will be announced later.
Project Overview and Strategic Significance
The refinery is a major joint venture, with Hindustan Petroleum Corporation Limited (HPCL) holding a 74% stake, while the Government of Rajasthan holds the remaining 26%. Key highlights of the project include – nine million tons per annum (mtpa) crude refining capacity and 2.4 mtpa petrochemical capacity. With a total investment of approximately ₹72,900 crore, makes the Barmer refinery one of India’s most significant greenfield refining and petrochemical projects.
Cause of Fire: Preliminary Findings
According to HPCL, the fire occurred in the CDU section. Preliminary findings suggest that the incident was likely triggered by a hydrocarbon leak from a valve and/or flange in the heat exchanger circuit. However, the company clarified that the fire was localized within the heat exchanger stack, the CDU, along with the vacuum distillation unit (VDU), was quickly isolated and no other sections of the refinery were impacted. As a result, the situation was contained effectively without broader damage.
Impact Assessment Underway
HPCL has initiated a detailed investigation to determine the root cause and implement corrective measures. At this stage, the company indicated that the financial and operational impact is unlikely to be material, although a comprehensive assessment is still in progress.
