The Andhra Pradesh government approved 6,000 acres near Ramayyapatnam Port for BPCL’s ₹1 lakh crore greenfield refinery-cum-petrochemical complex, one of the state’s largest industrial projects.
75% Capex Incentives Over 20 Years
According to the government order, the state has granted in-principle approval for total financial incentives of up to 75% of capital expenditure over a 20-year period from the commencement of project activities. The approval falls under the tailor-made incentives provision designed for ultra-mega projects exceeding ₹96,000 crore in investment.
The incentives include a capital subsidy of 43.5% disbursed in 15 instalments, a 100% refund of GST during the operational phase, refund of SGST (including ineligible amounts) and the state share of IGST/CGST during the construction period. In addition, BPCL will enjoy a complete waiver of stamp duty and registration fees.
Phased Investment Plan
BPCL has outlined a phased investment schedule spanning the next five years. The company will invest ₹4,843 crore in the current financial year, followed by ₹9,686 crore in 2025–26. The investment will rise sharply to ₹14,529 crore in 2027–28, ₹29,059 crore in 2028–29, and ₹38,745 crore in FY2030, bringing the total projected investment to ₹96,862 crore.
The government has requested BPCL to complete all phases and commence commercial operations by January 2029. To ensure timely execution, a high-level committee comprising key stakeholder departments will regularly monitor project progress.
Environmental Clearance and Power Requirements
BPCL has already sought permission from the Ministry of Environment, Forest and Climate Change (MoEFCC) to prepare the Terms of Reference (ToR) for the refinery project. The proposal estimates a project cost of ₹1.03 lakh crore with a completion schedule of 42 months.
The Expert Appraisal Committee (EAC) has directed BPCL to conduct a public hearing and submit a detailed report, including proceedings, attendance sheets, and an action plan to address public concerns with a defined budget and timeline.
The refinery-cum-petrochemical complex will require 600 MW of power, of which 100 MW will be generated in-house through a captive power plant, while the remaining 500 MW will be sourced from the state power grid.
