Chemical Units Demand Fast-Track Approvals for Hazardous Waste Utilizatsion

For years, the chemical industry in Gujarat has effectively repurposed by-products from other units as raw materials. Industry leaders are now urging authorities to streamline approval processes. While the Central Pollution Control Board (CPCB) has instituted Standard Operating Procedures (SOP) for handling hazardous waste, obtaining approval from the Gujarat Pollution Control Board (GPCB) for product utilization entails a prolonged representation process, lasting around eight months, according to industry insiders. GPCB stated that expedited approval will be granted to units that fully adhere to all the specified requirements.

Bhupendra Patel, Chairman (Gujarat region), Chemexcil said, “The CPCB takes about two to three years to prepare SOPs for various hazardous wastes. However, even after the SOPs are in place, units utilizing such waste as raw material face problems obtaining quick approval. Many units operate based on GPCB authorization for hazardous waste usage. Despite applying for approval to use spent sulphuric acid or hydrochloric acid, they face delays of around six to eight months”.

As reported by The Times of India, a GPCB senior official stated that units receive approvals within the designated timeframe when they submit applications in full compliance with the Standard Operating Procedures (SOP).

A committee has been formed to oversee the approval of hazardous waste utilization, following the established Standard Operating Procedure (SOP). The approval process is entirely conducted through online channels, with units submitting their applications electronically, and the committee digitally reviewing compliance.

The objective is to support the industry by providing an opportunity for rectification in cases where compliance is lacking, thereby allowing additional time for correction. Enforcing stringent hazardous waste regulations is vital, especially considering Gujarat’s status as the focal point of the country’s chemicals industry.
