DBT and UP Government Join Forces to Strengthen Pharma-Biotech Sector

The Department of Biotechnology (DBT), Government of India, signed a Memorandum of Understanding (MoU) with the Government of Uttar Pradesh (UP) to accelerate innovation, entrepreneurship, and investment across the state’s pharmaceutical, biotechnology, and MedTech industries. The agreement, facilitated by DBT’s Biotechnology Industry Research Assistance Council (BIRAC) and the Uttar Pradesh Promote Pharma Council (UPPPC), aims to position UP as a leading hub for life sciences in India.

Focus Areas: Research, Innovation, and Skill Development

The collaboration will prioritize:

*Research and innovation pipelines to foster cutting-edge technologies

*Skill development programs for the biotech and pharma workforce

*Startup incubation to support emerging entrepreneurs

*Industry-MSME linkages to strengthen supply chains and commercialization

Strengthening India’s Global Leadership in Healthcare

Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, framed the MoU as a key step toward achieving the “Viksit Bharat 2047” vision and enhancing India’s position as a global leader in affordable healthcare. “India’s biotech ecosystem has grown exponentially, from about 50 startups in 2014 to over 11,000 today,” Dr. Singh said. He also highlighted India’s global role, noting that the country currently supplies over 60% of the world’s vaccines and is on track for pharma exports exceeding $30 billion this year.

Unlocking Innovation and Commercialization

DBT Secretary and BIRAC Chairman, Dr. Rajesh S. Gokhale, described the pact as a critical enabler to unlock innovation pipelines and scale up affordable technologies. Dr. Jitendra Kumar, Managing Director of BIRAC, confirmed that the partnership. It will focus on incubation, commercialization, and skill development, ensuring that breakthrough technologies reach the market faster.

Uttar Pradesh Strengthens Infrastructure for Life Sciences

UP officials committed to leveraging the partnership to enhance the state’s existing life sciences infrastructure, including:

*Biotech Park, Lucknow

*Medical Device Park, Greater Noida

*Planned Bulk Drug and Pharma Park, Lalitpur

The collaboration is expected to attract greater investment into the sector while positioning the state as a strategic hub for pharma and biotech innovation.

Accelerating India’s Bioeconomy

The partnership is a vital mechanism for advancing India’s emergence as a global biopharma and MedTech powerhouse. It builds on the national bioeconomy valued at USD 165 billion. By aligning state resources, national expertise, and private sector participation, the MoU aims to propel India’s innovation ecosystem and strengthen global competitiveness.
