Hindustan Petroleum Corporation Ltd (HPCL) is advancing its plans to scale up refining capacity at its Visakh Refinery in Andhra Pradesh—from the current 15 million metric tons per annum (MMTPA) to 18 MMTPA within the next 3–4 years. “We achieved 15 MMTPA last year. This year, our target is 16 MMTPA, and we’re aiming for 18 MMTPA in the next few years,” said R Ramakrishnan, Executive Director–Operations.
Strategic Expansion to Meet Rising Fuel Demand
The capacity boost aligns with HPCL’s broader strategy to address growing domestic fuel demand and strengthen India’s energy security. The company has already ramped up operations and is focusing on optimizing performance from its newly upgraded processing units.
The ₹26,264 crore Visakh Refinery Modernization Project (VRMP) drives this expansion, aiming to increase capacity, modernize infrastructure, and enhance energy efficiency.
Modernization Drives Operational Efficiency
The VRMP has crossed several key milestones. Multiple units have already been commissioned, and integration efforts are currently underway. These upgrades not only support higher throughput but also enable the refinery to produce fuels that meet stringent quality standards.
The modernization has introduced advanced technologies aimed at reducing emissions, improving fuel quality, and enhancing operational flexibility—all in line with India’s clean energy goals.

Once the refinery reaches full operational capacity of 18 MMTPA, it will significantly strengthen HPCL’s overall refining portfolio.
