IOCL Issues Tender for Green Hydrogen Plant Construction

Indian Oil Corporation Limited (IOCL) released a request for proposals for the establishment of a ten kilo tons per annum (KTPA) green hydrogen generation unit. The unit is intended to be situated at the Panipat refinery petrochemical complex and will be developed under a build, own, and operate (BOO) model. Interested bidders are required to submit an earnest money deposit of ₹54.9 million. The deadline for bid submission is April 22, 2024.

Prospective bidders have the option to participate in a joint venture or consortium. They must demonstrate prior experience in executing the construction and operation of projects involving hydrogen handling facilities within designated sectors, either through a BOO model or a build, own, operate, and transfer arrangement, within the past twelve years.

The project should have been commercially operational for at least one year. Relevant experience in sectors involving hydrogen handling facilities includes refinery units, petrochemical units, or fertilizer units with a minimum capacity of 500 KTPA, 5 KTPA hydrogen generation units in any sector, as well as involvement in projects of at least 150 MW power capacity and at least 5 MW water electrolysis-based hydrogen units.

As reported by RenewableWatch, bidders are also required to have completed an engineering, procurement, construction,  (EPC) and commissioning contract for a newly established facility with hydrogen handling capabilities within the designated sectors. They should possess a minimum of one year of operational experience with a facility equipped with hydrogen handling capabilities within the specified sectors. Additionally, the first hydrogen gas delivery is expected within 30 months of receiving the letter of award.
