MNRE Reinstates ALMM for Solar PV Modules

The Ministry of New and Renewable Energy (MNRE) announced the reinstatement of the Approved List of Models and Manufacturers (ALMM) for solar PV modules starting April 1, 2024. The ALMM, aimed at bolstering domestic manufacturing, was temporarily suspended during the fiscal year 2023-24. Under the new directive, the reintroduced ALMM will primarily apply to solar power projects funded or subsidised by central or state governments.

The scope of the ALMM will extend to government entities procuring solar power for their consumption or distribution through distribution companies. Additionally, rooftop solar projects and components of the Prime Minister KUSUM scheme receiving government subsidies will fall under ALMM regulations. However, privately-owned solar projects operating under open access or as captive power projects will be exempt.

MNRE has clarified that ALMM requirements will not affect private entities establishing their solar power generation capacity. Furthermore, under construction projects with solar modules procured before March 31, 2024, via irrevocable letters of credit, will be exempted from ALMM regulations, provided their progress is verified.

The relaxation aims to prevent disruptions in solar projects nearing completion while promoting domestic manufacturing. The ALMM serves as a qualification for solar module suppliers, ensuring that only approved models and manufacturers can supply to government-sponsored projects. MNRE updates the list based on testing and certification standards.

The one-year suspension of ALMM was intended to address supply chain issues and offer flexibility to developers. As reported by RenewableWatch, with its reintroduction, the government seeks to maintain quality standards and foster self-reliance in solar equipment.

However, the selective application and exemptions demonstrate a balance between promoting domestic production and facilitating uninterrupted capacity growth. These measures underscore the government’s commitment to energy security and self-reliance in the renewable energy sector.
