Central Electronics Limited (CEL), a public sector enterprise under the Department of Scientific and Industrial Research, has invited bids to operate its 40 MW automated solar module manufacturing plant in Sahibabad, Uttar Pradesh.
The company issued an Expression of Interest (EoI) for this opportunity, with the bid submission deadline set for March 3, 2025. Bid openings will take place on the same day.
Contract Terms and Scope
The contract will span two years, with the possibility of a one-year extension.
The selected partner will be responsible for manufacturing, operations, maintenance, marketing, and sales of solar modules. The Sahibabad facility, which operates three shifts, has a storage capacity of 12 MW of solar modules.

To ensure smooth operations, CEL will provide:
- Essential infrastructure and utilities
- 24/7 security services
- Power and water supply at commercial rates
- Building maintenance services
- Consumables, tools, and skilled/unskilled labor
