BPCL and Sembcorp JV Bags 10 KTPA Green Hydrogen Contract from NRL

Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and Maharatna public sector enterprise, achieved a major milestone in India’s clean energy transition. Its joint venture NeuEN Green Energy Pvt. Ltd. has secured a contract to supply 10,000 tonnes per annum (10 KTPA) of green hydrogen to Numaligarh Refinery Ltd. (NRL) in Assam. The project marks an important step toward decarbonizing India’s refining sector while strengthening the country’s push for green hydrogen adoption and renewable energy integration.

Strategic Joint Venture for Green Hydrogen Development

NeuEN Green Energy Pvt. Ltd. is a 50:50 joint venture between BPCL and Sembcorp Green Hydrogen India Private Limited, a wholly owned subsidiary of Sembcorp Industries. The partnership represents BPCL’s strategic move into large-scale renewable energy and green hydrogen development.

The contract win reinforces BPCL’s commitment to accelerating the adoption of green hydrogen across India’s refining and industrial ecosystem. It also aligns with the country’s national energy transition goals and long-term decarbonization strategy. Notably, the project achieved the most competitive tariff discovered so far for green hydrogen, highlighting the growing commercial viability of hydrogen-based clean energy solutions in India.

10 KTPA Green Hydrogen Plant at Numaligarh Refinery

Under the agreement, NeuEN will develop and operate a 10 KTPA green hydrogen production facility at the Numaligarh Refinery in Assam. The project will be supported by a long-term offtake arrangement, ensuring stable demand and operational sustainability. The facility is expected to begin commercial operations in 2028. To ensure reliable performance, the plant will integrate renewable energy sources with advanced energy storage solutions, enabling round-the-clock electrolyser operations to support refinery decarbonization.

Strengthening BPCL’s Clean Energy Portfolio

Securing this project through a competitive bidding process reflects the growing maturity of the green hydrogen sector and our focus on developing scalable, market-aligned solutions.” He further emphasized that BPCL will continue to focus on building strong execution capabilities while contributing to industrial decarbonization and India’s long-term energy security.

Setting a Benchmark for Green Hydrogen Pricing

The competitively discovered tariff for the project sets a new benchmark for commercially contracted green hydrogen pricing globally. This achievement demonstrates the rapid progress in cost competitiveness and scalability of green hydrogen technologies in India.

The project will feature a hybrid renewable energy configuration combined with advanced storage systems, ensuring continuous hydrogen production and efficient refinery operations. In addition, the initiative strengthens Northeast India’s role in supporting national energy security and clean energy growth.
