HRRL Boosts India’s Refining Capacity with Rajasthan Mega Project

HPCL Rajasthan Refinery Limited (HRRL) is advancing the development of India’s first Greenfield Integrated Refinery-cum-Petrochemical Complex at Pachpadra, Rajasthan, marking a major milestone in the country’s energy and industrial landscape. With an investment of ₹79,459 crore, the project ranks among India’s largest energy infrastructure developments. Once operational, the integrated complex will significantly enhance the nation’s refining and petrochemical capabilities while supporting the government’s vision of energy security and industrial self-reliance.

Advanced Refining and Petrochemical Capabilities

The state-of-the-art facility has been designed with a refining capacity of 9 million metric tonnes per annum (MMTPA), enabling it to meet growing domestic demand for transportation fuels and petrochemical feedstocks.

Equipped with a Nelson Complexity Index (NCI) of approximately 17, the refinery will be one of the most technologically advanced in India, allowing it to process a wide range of crude oils into high-value petroleum products efficiently.

In addition, the complex features a Petrochemical Intensity Index (PII) of 26, reflecting its strong emphasis on producing value-added petrochemicals. This integrated approach is expected to strengthen India’s downstream chemical industry while improving long-term competitiveness.

Driving Energy Security and Industrial Growth

Often described as the “Jewel of Rajasthan,” the HRRL project is expected to play a pivotal role in strengthening India’s energy security by increasing domestic refining capacity and reducing dependence on imported petroleum products and petrochemicals.
