Numaligarh Refinery Limited (NRL) has re-invited bids for setting up and operating a green hydrogen generation unit (GHGU) at its refinery in Numaligarh, Assam. The project, to be developed on a Build, Own, and Operate (BOO) basis, will supply gaseous green hydrogen (GGH) to NRL for a period of 25 years.
Re-tender Triggered by Changes in Scope and Terms
NRL initiated the re-tendering process following modifications to the bill of quantities (BOQ) and adjustments to the original terms and conditions outlined in the initial tender issued on 16 August 2024.
Comprehensive Scope of Work Outlined
The selected developer will handle the complete project lifecycle, including:
- Design and detailed engineering
- Construction of civil, structural, mechanical, electrical, and instrumentation systems
- Testing, commissioning, operations and maintenance of the GHGU and all supporting utilities
Long-Term Green Hydrogen Supply Agreement
The GHGU will have an installed capacity of 10,000 tons per annum. The successful bidder must enter into a Green Hydrogen Purchase Agreement (GHPA) with NRL to ensure consistent supply of GGH for 25 years.
Deadline for Bids Approaching
Interested developers must submit their bids by 23 June 2025. As reported by projectstoday.com, the initiative marks another step forward in NRL’s efforts. It aims to integrate green hydrogen into its refining operations and support India’s clean energy transition.
