NRL Targets December 2026 Completion for Nine MMTPA Expansion and Paradip Pipeline

Numaligarh Refinery Limited (NRL) announced that its ambitious Refinery Expansion Project, along with the 1,635-km Paradip–Numaligarh Crude Oil Pipeline and the Crude Oil Import Terminal at Paradip, is expected to be completed by December 2026. The integrated expansion marks a significant milestone in strengthening energy infrastructure in Northeast India.

Capacity Expansion from 3 MMTPA to 9 MMTPA

NRL is tripling its refining capacity from three MMTPA to nine MMTPA, reinforcing its role as a key fuel supplier in the region. To support the enhanced capacity, the company is laying a 1,635-km crude oil pipeline from Paradip Port in Odisha to Numaligarh in Assam. The strategic pipeline will ensure stable and efficient crude sourcing while reducing logistical constraints. Once operational, the expanded refinery and dedicated pipeline network will significantly improve feedstock security and operational efficiency.

Paradip Crude Oil Import Terminal Strengthens Supply Chain

In addition to the refinery upgrade, NRL is developing a Crude Oil Import Terminal at Paradip. This facility will enhance crude handling capabilities and streamline imports, thereby improving supply chain resilience. Together, the refinery expansion, pipeline, and import terminal form an integrated energy corridor connecting eastern India to the Northeast.

2G Biorefinery Commissioned with Carbon-Negative Impact

NRL has already commissioned its 2G (second-generation) biorefinery, which will deliver a carbon-negative environmental impact. The project aligns with India’s clean energy and biofuel goals, promoting sustainable fuel production from biomass while reducing greenhouse gas emissions. In September 2025, the Prime Minister inaugurated the Assam Bioethanol Plant and laid the foundation stone for a new polypropylene plant at NRL’s complex in Golaghat, Assam.

Polypropylene Plant to Boost Petrochemical Output

As part of its downstream diversification strategy, NRL will set up a 360 KTPA polypropylene plant at an estimated project cost of over ₹7,000 crore. Once completed, the polypropylene unit — along with the expanded refinery — will increase NRL’s Petrochemical Intensity Index by 4.0, significantly strengthening its petrochemical portfolio. The move positions NRL not just as a fuel producer but also as an emerging petrochemical player in the region.
